"Promoting the technological transformation and upgrading of traditional industries, fostering and developing emerging industries and producer service industries are two urgent tasks of the industrial economy." At the 2015 China Emerging Industry Development Forum held during the 18th Science Fair, industrial and Said Li Yizhong, former minister of the Ministry of Information Technology, chairman of the China Federation of Industrial Economics, member of the Standing Committee of the CPPCC National Committee and deputy director of the Economic Committee of the CPPCC National Committee.
Internet + helps the manufacturing industry to accelerate the intelligent transformation
Li Yizhong believes that the transformation and upgrading of traditional industries and the accelerated development of emerging industries must simultaneously exert efforts to implement the Internet + Manufacturing Action Plan to realize the digitization, networking and intelligence of the manufacturing industry.
Zhu Zhixin, former deputy director of the National Development and Reform Commission, believes that the manufacturing industry, especially the powerful manufacturing industry, is the fundamental way for the rise of great powers. If a country loses the support of its manufacturing industry, its national economic development will lose its material foundation, and it will become water without a source and a tree without roots.
The old and new industries must work hard at the same time
Li Yizhong said that due to the intertwining of deep-seated problems, structural contradictions and new economic conditions, the current downward pressure on my country's economy is relatively high. But there is a saying: old power is weakening, new power will be created, that is, the competitiveness of traditional industries is weakening, and the new power generated by emerging industries is developing. In other words, we are in a period of transitional transition, which presents both challenges and opportunities.
From the perspective of the effects of structural adjustment, emerging industries have developed better than traditional industries. Last year, the added value of industrial enterprises above designated size increased by 8.3% year-on-year, while the added value of high-tech industries increased by 12.3%, 4 percentage points higher. The growth rate of industrial added value in the first quarter of this year was only 6.4%, but the added value of high-tech industries increased by 11.4% year-on-year, which was 5 percentage points higher. However, from the perspective of the composition of the total industrial economy, the proportion of high-tech industries is only 17%.
Similarly, there are new energy vehicles, whose output has doubled in recent years, but only accounted for 0.5% of my country's total vehicle output; another example is online shopping, which, despite its rapid development, accounts for only 9% of the total retail sales of consumer goods. .
"These data show that the transformation and upgrading of traditional industries and the accelerated development of emerging industries must also exert efforts. The forthcoming "Made in China 2025" proposes nine tasks for the development of the manufacturing industry, including both traditional industries and emerging industries." Li Yizhong said.
At the same time, adjusting the stock and optimizing the increment must coexist, and they must rely on innovation. "At present, the country’s over 90 trillion yuan of industrial assets must be infused with vitality through technological transformation to achieve upgrades; it is also necessary to speed up investment in emerging industries and advanced manufacturing to increase the total amount and account for the proportion of industrial manufacturing. Improve and become the new engine of the national economy." Li Yizhong said.
New technology is the soul of a new industry
Li Yizhong emphasized that new technologies are the soul of emerging industries. "The ten major areas of advanced manufacturing proposed by "Made in China 2025" are the expansion and refinement of seven strategic emerging industries in advanced manufacturing. The development of emerging industries must first master core technologies and key technologies. Without new technologies, there will be no new ones. industry."
Talking about how to conquer core key technologies, Li Yizhong believes that first, we must increase scientific and technological research, focus on breaking through 17 major national scientific and technological projects, and form industrial alliances with key enterprises as the leader to carry out industry-specific technical research.
"Over the years, because companies have been fighting for themselves, low-level repeated construction has delayed the timing and wasted resources." Li Yizhong said that the most typical example is the battery of electric vehicles. At present, our battery indicators are still very backward, whether it is energy density. There is a gap between the charging time and the cruising range, which affects the marketization of electric vehicles.
Secondly, it is necessary to accelerate the transfer and transformation of scientific and technological achievements, and work hard on industrialization and commercialization. At present, the conversion rate of scientific research results in my country is only 30%, while that in developed countries is as high as 60% to 70%. We must vigorously advocate the innovative application mechanism that combines production, education, research and application in the manufacturing industry. At the same time, continue to increase R&D investment. At present, my country's science and technology investment only accounts for 2% of GDP, and the R&D investment of industrial enterprises above designated size only accounts for 0.9% of the main business income. To improve and improve the use direction method, it is necessary to strengthen management, strict planning, and adapt to the characteristics of innovation.
Third, implement the Internet + Manufacturing Action Plan to realize the digitization, networking and intelligence of the manufacturing industry. "Made in China 2025" is the action plan of my country's first ten-year plan to become a manufacturing powerhouse, and its core content is to promote intelligent manufacturing.
Li Yizhong believes that the integration of the Internet and manufacturing must first realize digital R&D and design. At present, the penetration rate of digital R&D design tools in my country has reached 52%, and will further increase to 90% in 2025. To this end, it is necessary to speed up digital simulation, three-dimensional fine description, ultra-high-speed computing, and large database applications.
is followed by digital intelligent control. At present, my country's process manufacturing production line automation ratio is 54%, and the key process manufacturing equipment numerical control rate is 28%. It will be increased to 80% by 2025.
The third is to improve the functions and added value of electronic information technology embedded products, especially the development of basic parts and components, and change the foundry assembly and OEM assembly into independent manufacturing.
Fourth is the digitization and networking of the manufacturing service system. It is necessary to use the Industrial Internet to discover smart logistics and e-commerce, improve the socialized supply chain and sales network, and develop product innovations relying on big data to segment the market.
Manufacturing contributes to the rise of great powers
At present, with the promotion and application of new technologies, the manufacturing industry has gradually shown two major characteristics: one is that the intelligent and flexible advanced manufacturing model is deeply rooted in the hearts of the people, and the other is the widespread rise of personalized and decentralized production methods.
"This change in the manufacturing industry will be an important direction for our research in the future, and the Internet can combine the two very well." Zhu Zhixin said that in this context, seizing the opportunity for future manufacturing It is not a period of strategic opportunity, but a window of opportunity, and the opportunity is fleeting.
Zhu Zhixin also believes that enhancing competitiveness, especially the core competitiveness of the manufacturing industry, is the only way to achieve the goal of becoming a powerful country. Throughout today's world powers, they generally have strong manufacturing industries. In contrast, countries that rely on resources for development, despite their high income levels, are difficult to call powerful countries due to weak manufacturing. "At present, the rise of a new round of scientific and technological revolution and industrial transformation has enabled new technologies such as industrial robots, intelligent manufacturing, and new materials to penetrate into various fields of society and the economy. In this process, we should vigorously develop advanced manufacturing."
Zhu Zhixin emphasized that in the process of developing manufacturing, especially advanced manufacturing, we must attach importance to the relationship between the government and the market, the relationship between independent innovation and technology introduction, as well as the relationship between overall catch-up and key breakthroughs.
He suggested that the current development of my country's manufacturing industry should grasp the direction of intelligence, service and ecology. At the same time, insist on doing something and not doing something, promote major technological breakthroughs, make breakthroughs in a number of core key technologies, and drive the development of basic technologies, basic processes, basic raw materials and basic components. In addition, it is necessary to strengthen support for method innovation, including industry funds, innovation platforms, etc. There will be plenty to do.
